Frank J. Del Rio is the president and chief executive officer of Norwegian Cruise Line Holdings Ltd., comprised of Norwegian Cruise Line, Oceania Cruises and Regent Seven Seas Cruises.
Del Rio was previously chairman and CEO for Prestige Cruise Holdings, Inc., the parent company operating both Oceania Cruises and Regent Seven Seas Cruises. Del Rio founded Oceania Cruises in 2002, and in doing so, created a new “upper premium” segment of the cruise industry. Under his leadership the line has grown from a fledgling start-up with one 684-passenger ship to a dominant player in the upscale cruise market with 5 ships totaling 4600 berths, including the addition of two highly acclaimed 1,250-passenger sister ships, Marina and Riviera.
With Del Rio at the helm, Oceania Cruises quickly became widely recognized for offering the finest cuisine at sea, outstanding personalized service and award-winning itineraries all at an extraordinary value. Under Del Rio’s direction, Prestige Cruise Holdings acquired luxury cruise operator Regent Seven Seas Cruises in 2008 from the Carlson Company and quickly completed a turnaround which positioned Regent Seven Seas Cruises as the market leader.
Del Rio earned his bachelor’s in accounting from the University of Florida and is a certified public accountant. He and his wife, Marcia, have two children and four grandchildren and live in Coral Gables, Florida.
Jason M. Montague
President & Chief Operating Officer
Regent Seven Seas Cruises
Jason Montague is president and chief operating officer for Prestige Cruise Holdings, Inc. He was appointed to this position in December 2014. In this role, Montague is responsible for ensuring all aspects of the successful operation of Regent Seven Seas Cruises.
Most recently, Montague served as Executive Vice President and Chief Integration Officer for Norwegian Cruise Line Holdings Ltd. Prior to the acquisition of Prestige, he served as Chief Financial Officer and Executive Vice President of Prestige Cruise Holdings, Inc. During his twelve year tenure, he helped launch Oceania Cruises in 2002 and has seen the company through the purchase of its initial three R-class vessels, the equity investment by Apollo Management, the acquisition and integration of Regent Seven Seas Cruises, the financing and delivery of Oceania Cruises’ Marina and Riviera new builds and the recent acquisition by Norwegian Cruise Line Holdings Ltd.
Prior to joining Oceania Cruises, Montague operated a successful consulting practice focused on strategic planning and development of small to medium-sized companies. Previously, he held the position of Vice President Finance for Alton Entertainment Corporation, a brand equity marketer who was majority owned by the Interpublic Group of Companies.
Montague holds a BBA in Accounting from the University of Miami.
Robert J. Binder
Regent Seven Seas Cruises
Robert J. Binder is Vice Chairman of Oceania Cruises and Regent Seven Seas Cruises. Prior to the acquisition of Prestige Cruise Holdings, Binder served as the Vice Chairman of Prestige since May 2011 and President of Prestige since January 2008, during which he oversaw the global expansion of the Prestige brands and was responsible for sales, marketing and branding efforts internationally. In his current role, Binder will continue building the Oceania Cruises and Regent Seven Seas brands, enhancing the companies’ sales distribution channels and offering his high level of marketing expertise to the teams.
Binder is co-founder of Oceania Cruises, and played a key role in the development and design of new Oceania Cruises ships, new restaurant concepts and the introduction of The Culinary Center.
Before launching Oceania Cruises, Binder was the President of Meadowoods Consulting which provided consulting services to the financial and travel services industries. From 1992 to 2001, he held several executive posts in the cruise industry. Binder also held senior management positions at JP Morgan Chase, where he was a Strategic Planning Officer, and at Renaissance Cruises, where he was Vice President of Sales. Binder earned Master’s degrees in both Finance and Marketing from Cornell University and did his undergraduate studies at Purdue University.

Soy leads the Regent Seven Seas Cruises North American marketing and sales team, including field and internal sales, along with national and key account departments. Soy oversees business development for Regent Seven Seas Cruises and manages the onboard cruise consultants based throughout the fleet. Soy developed a domestic distribution strategy for Regent Seven Seas Cruises that established the luxury line as a preferential partner within the travel agent community. With the company since 1991, Soy's leadership and vision have been central to Regent Seven Seas Cruises success. Originally from Vancouver, Canada, Soy resides in South Florida and spends his free time with his family including two young children.
